167 www.on.legion.ca ONTARIO COMMAND FINLAY, Charles E. Charles was born in 1880 in England and joined the Royal Navy as a young man. He served in World War I in several British warships, including HMS Caesar, a 14 inch gun battleship. After the war, he retired from the Royal Navy and immigrated to Canada, where he operated a farm west of Thedford. Later he moved into Thedford and for a while managed the Thedford Co-operative Cold Storage. During that time, he was instrumental in establishing the Thedford Branch of The Royal Canadian Legion, as a founding member, serving as President. When World War II broke out, he volunteered his services to the Minister of Defense, in his capacity as master mariner. He was assigned to Captain a merchant ship, carrying supplies to Great Britain in convoy out of Halifax. On October 12, 1940, this convoy was attacked by German submarines and Captain Finlay’s ship was torpedoed and sunk, in the North Atlantic. Captain Charles E. Finlay lost his life that day along with 29 crew members. FISHER, Donald Raymond Donald was born in Goderich, Ontario in 1957. Honorary Colonel Fisher started his military career in the Cadet movement and joined the Reserve Lanark and Renfrew Scottish Regiment in 1975. While attending university, he joined the RCR and completed his RESSO Officer training in CFB Gagetown. He received the Commanders trophy for distinguished service after placing at the top of his courses and winning the reconnaissance competition, the fitness test and marksmanship awards. In the 80’s he transferred to the Toronto Scottish Regiment where he served in numerous positions including a number of years in class ‘B’ and class ‘C’ service. He was also one of the first reserve officers to take a complete reserve unit to the Canadian Artic on an extended civil / military exercise. While with the Toronto Scottish Regiment, Donald was also part of the team that won the Mary Otter first aid competition. He retired from the military in 1989 after being moved internationally by his financial employer. In 2009, he was appointed HLCol of The Toronto Scottish Regiment and in 2015 became the Honorary Colonel. He has been awarded the Queen’s Diamond Jubilee Medal and the Canadian Forces’ Decoration. He is a fourteen-year member of Branch 165 of The Royal Canadian Legion. FISHER, David W. David was born in Fredericton, New Brunswick on August 23, 1960. He joined the Navy in 1977 in London, Ontario as underwater weapon man. He served on both west and east coasts on ships HMCS Restigouche, HMCS Gatineau, HMCS Protecteur, HMCS Preserver, HMCS Huron, HMCS Iroquois, FMG (P), FMG (A), FMF (P) and CFFS (E). He also served with shore units, west coast fleet school, CFRC Victoria. He served in Somalia, travelled in Asia to China, Japan, Philippines and Korea; Vladivostok, Russia; Spain, Italy, Greece, Kenya. He served in Somalia and Falcon Island conflicts. David retired in 2004.
